Canceled Tests Flame 'Serial Infector' Fears

Testing of more than 3,000 people who may have been infected with hepatitis C at a New Hampshire by an alleged "serial infector" was canceled this weekend, leaving some former patients scared and angry.

Health officials cancelled the weekend testing clinic, even though they asked the former patients at Exeter Hospital to get tested, because they said the logistics were too much.

David Kwiatkowski, a former lab technician at Exeter Hospital, was indicted last week for allegedly infecting 31 people with hepatitis C at that hospital, but might have infected thousands of patients in at least 13 hospitals where he has worked.

Kwiatkowski had allegedly been stealing syringes of the anesthetic Fentanyl intended for patients, injecting his own arm and then refilling those empty syringes with another liquid-like saline, according to a statement from the United States Attorney's Office in New Hampshire.

Since Kwiatkowski tested positive for hepatitis C in June 2010, he passed it on to the hospital patients who were injected with his used, saline-filled syringes, according to the affidavit.

"If he knew that he was infected and he put those needles back on the shelf, that is the definition of evil," Dr. Richard Besser, ABC News' Chief Health and Medical Editor, told Good Morning America. "Anyone who was in those hospitals when he was working there is potentially at risk. We're talking tens of thousands of people."

Tracking An Outbreak That Has Infected Thousands Watch Video

Kwiatskowski, 32, was a temporary employee at Exeter Hospital who has worked in at least eight hospitals in 13 states, Besser said.

Exeter Hospital issued a press release this week, indicating that the state Department of Health and Human Services and its Division of Public Health Services have decided to expand hepatitis C testing to anyone who was a patient in one of the hospital operating rooms or the intensive care unit. Government health officials are urging about 6,000 patients to get tested in Exeter Hospital alone, according to the release.

"You go under and you wake up hours later and you don't know who was around you," a former patient told The Boston Herald on condition of anonymity this week. "I'm scared. I have no idea who was around me when I was under and unfortunately, I was there three different times."

Kwiatkowski was arrested and indicted on July 19 for allegedly acquiring a controlled substance by fraud and tampering with a consumer product with "reckless disregard" for the risk of others, according to an affidavit filed in U.S. District Court for the District of New Hampshire.

"The evidence gathered to date points irrefutably to Kwiatkowski as the source of the hepatitis C outbreak at Exeter Hospital," U.S. attorney John P. Kacavas said in a press release. "With his arrest, we have eliminated the 'serial infector' posed to public and health safety."

But Marlborough Police actually picked Kwiatkowski up at a Massachusetts Holiday Inn nearly a week before his arrest, on a July 13 medical call, according to police narrative obtained by ABCNews.com. After finding Kwiatkowski intoxicated and surrounded by pills and a note, officers determined he was "trying to harm himself."

"I noticed he was very unsteady on his feet and had a strong odor of alcohol coming from his breath," Officer James O'Malley wrote in the report.

Syria SNC to mull transitional government 'within weeks'

DUBAI (Reuters) - The head of the Syrian National Council (SNC), the main umbrella group for opponents of President Bashar al-Assad, said on Sunday that talks would be held within weeks to form a transitional government that would in time replace Assad's ministerial team.

Abdelbasset Sida, president of the SNC, said such a government would run the country between Assad's ousting and democratic elections. Most of its members would be drawn from the opposition, but some members of the current Assad government might also be included, he added.

"This government should come about before the fall (of Assad) so that it presents itself as an alternative for the next stage," Sida told Abu Dhabi-based Sky News Arabia television in an interview broadcast on Sunday.

"The committees that we have set up have their own schedules. Obviously, the matter should be concluded within weeks."

"There are some elements in the current regime who are not bloodstained, who were not part of major corruption cases. We will discuss (including them) with other parties, but there should be a national consensus to accept them."

However, criticism about the SNC's legitimacy may complicate its efforts to form a transitional government.

It clearly backs the Free Syrian Army, despite having not always overtly supported it in the past.

But it has sometimes struggled to overcome internal divisions and critics have accused the Istanbul-based organization of being out of touch, overly influenced by Turkey, and not fully representative of the opposition.

INITIAL INVOLVEMENT OF TLAS RULED OUT

Visiting Abu Dhabi to meet United Arab Emirates officials, Sida did not say when exactly a transitional government might be formed, telling a news conference in the early hours of Sunday that he had discussed the idea with Sheikh Abdullah bin Zayed al-Nahayan, UAE's foreign minister.

The SNC has set up two committees to discuss the idea; the first will communicate with the Free Syrian Army, the major rebel military group, while the second will deal with all other opposition groups, said Sida.

Last week, Brigadier General Manaf Tlas, one of the most senior defectors to flee Syria, said he would try to help unite Syria's fragmented opposition inside and outside the country in order to agree a roadmap for a power transfer.

Sida said he welcomed Tlas' defection, but said the general could not be involved in the early stages of organizing a transitional government.

"The dialogue and coordination have to first be with the Free Syrian Army and the various members of the Syrian opposition movements, and after that if there are some roles to be played by members who have defected, then so be it - but with the condition that there is an agreement between the Syrians about that."

Sida also ruled out the possibility of Tlas becoming head of a transitional government. "This has to be a person who can lead a national government and who has been committed to the revolution since the beginning," he said.

Simple Strategies On How To Efficiently Improve Your House ...

Avoid making expensive renovations based on personal tastes. Spending $1,000 a tile on your bathroom may seem like a good plan but the odds are if you eventually sell, you will not recoup that money. If the change is not something that can be appreciated by someone other than you, consider doing something different.

Going green with your flooring can lead to more green in your pocket when selling your home. Consider a home improvement with environmentally friendly bamboo. Bamboo has become the hot trend in flooring. Not only is it easy to keep clean, but it gives the home an upscale look and lasts for a very long time.

If you are unable to pick a paint color because you are not sure how the colors will look in your desired room, purchase a small amount of paint in different colors to test out on the wall. Having a larger color swatch to look at and evaluate in your room?s lighting can help you to make a decision.

If you don?t know where to start updating your home, give the kitchen a shot. If you update the kitchen, especially if it is outdated, old, and dark in design, you will find that the value of the home is greatly increased in this room alone. Starting with the kitchen is always a great start.

An excellent home improvement and way to save money is to install a whole-house fan. These are excellent sources of energy savings because they typically use one-tenth the electricity of an air conditioner. If you live in an area where air conditioning is not necessary year round, this is a great alternative to central air.

Before you begin your next home improvement project, make sure to secure any permits that you might need. Anything dealing with electricity, plumbing or structural work will require a permit. If you aren?t sure how to get the proper paperwork, it may be helpful to hire a general contractor to assist you.

If you have a limited budget for updating your home and want to make the biggest impact value-wise, tackle your kitchen. New counter tops, cabinets, flooring, fixtures and appliances can add both value and appeal to your home if you decide to sell it, and you can enjoy the updates yourself if you plan on staying a while.

If you?re looking to add variety to your rooms with paint you can do it very quickly and cost effectively. Paint one wall a different striking color in your room that doesn?t match the other wall colors. This will create a new focal point in your room and make your space feel like it just had a real update.

Organize your home by bottling up your yarn and other delicate craft materials. Two liter bottles like those soda come in are great for storing practically everything. Remove the label, cut a slit down the side and insert your skeins or balls of yarn! Pull the loose end through the top and replace the cap to secure it.

Inspect your basement regularly to make sure it is dry. Older basements, in particular, have a propensity to leak. If you find a leak inspect your walls on both the outside and the inside. You might be able to stop leaks yourself by applying sealant. If the repairs are more involved you might want to hire a professional.

When wanting to make a living out of home improvement, it is important that you have great people skills. If you do not have great people skills, when dealing with your clients it is very likely that you would lose quite a few jobs. It is better to be a people person, and make the money you want!

These helpful tips for your home remodeling or home improvement project should have you well on your way to a beautiful home. It?s all about being informed and organized in order to maximize your result and minimize your cost, expenses and most importantly, your stress level and headaches!

WARSAW, Poland (AP) ? An adviser to Palestinian President Mahmoud Abbas visited the memorial at the German Nazi death camp of Auschwitz on Friday to pay respect to some 1.5 million camp victims, mostly Jews.

Ziad al-Bandak, a Christian who advises Abbas on Christian affairs, visited prisoner blocs, gas chambers and a crematorium in the Auschwitz-Birkenau complex, which the Germans built and operated in southern Poland during their World War II occupation of the country.

It was a rare visit by a Palestinian to the camp. In 2007, the Palestinian and Israeli ambassadors to Poland made a joint visit to the memorial.

Al-Bandak, who came at the invitation of a private Polish foundation promoting tolerance, laid flowers at the Death Wall in Auschwitz, where Polish resistance fighters were summarily executed and placed a light at the monument to the camp's victims.

From 1940-45, some 1.5 million people were killed in the camp's gas chambers or died of starvation, disease and forced labor in inhuman conditions.

Last year, a large delegation of Muslim dignitaries from Morocco, Jordan, Turkey and Iraq visited the camp.

Detecting and stopping malicious attacks on computer networks is a central focus of computer security these days. The National Institute of Standards and Technology (NIST) is asking for comments on two updated guides on malicious computer attacks: one on preventing, detecting, and responding to attacks and one on preventing and mitigating the effects of malware, a potent tool in an attacker's arsenal.

The publications are being revised to reflect the changes in threats and incidents.

Malware, also known as malicious code, is a common tool that attackers use to breach computer networks today, causing damage and disruption, and often requiring extensive recovery efforts. "Malware threats in the past tended to spread quickly and were easy to discover," explains co-author Karen Scarfone, "but today's malware threats are stealthier, specifically designed to quietly, slowly spread, gathering information over extended time frames and eventually leading to loss of sensitive data and other problems."

The updated Guide to Intrusion Detection and Prevention Systems describes software that has become a necessary addition to the security infrastructure of many organizations.

Intrusion detection and prevention systems (IDPSs) record information about observed security-related events, notify security administrators of the events that should be analyzed further and produce reports for evaluation. Many IDPSs respond to and try to stop detected threats by using a variety of techniques.

The guidance describes the characteristics of IDPS technologies and provides recommendations for designing, implementing, configuring, securing, monitoring and maintaining them. The publication discusses four types of IDPS technologies: network-based, wireless, network behavior analysis and host-based.

"IDPS for wireless is an important type for all organizations to have because of the growth of mobile devices and employees' desire to use their own wireless device for work," says Scarfone.

While many agencies and companies are going mobile, it is still critical to protect desktops and laptops. The Guide to Malware Incident Prevention and Handling for Desktops and Laptops is a supplement to another draft document, Computer Security Incident Handling Guide (SP 800-61).* It gives background information on the major categories of malware that afflict desktop and laptop computers and provides practical guidance on how to prevent malware incidents and on what to do when a system is infected. The revised version of SP 800-61 is expected to be published later this summer.

Recommended measures include developing prevention plans based on the attacks that are most likely to be used now and in the near future, using defensive architecture methods to reduce the impact of malware incidents, and including malware incident prevention in employee awareness and training programs.

Negotiators at the United Nations are working to put final touches on a treaty cracking down on the global, $60 billion business of illicit trading in small arms, a move aimed at curbing violence in some of the most troubled corners of the world. In the United States, gun activists denounce it as an end run around their constitutional right to bear arms.

"Without apology, the NRA wants no part of any treaty that infringes on the precious right of lawful Americans to keep and bear arms," National Rifle Association Executive Vice President Wayne LaPierre told the U.N. this month. "Any treaty that includes civilian firearms ownership in its scope will be met with the NRA's greatest force of opposition."

And treaty opponent John Bolton, who was President George W. Bush's ambassador to the U.N., wrote that gun-control advocates "hope to use restrictions on international gun sales to control gun sales at home."

But what both ignore is a well-enshrined legal principle that says no treaty can override the Constitution or U.S. laws.

In fact, a first draft of the treaty circulated in New York this week has been criticized by arms-control activists for containing too many loopholes. For instance, it doesn't include a proposed ban on ammunition trade. Gun activists are standing firm in near-blanket opposition to such a ban, as last Friday's deadly Aurora, Colo., theater shooting rampage heightens interest in the deliberations and raises the stakes.

While the treaty controversy is simmering in Congress and on the Internet, it hasn't yet become a burning issue in the presidential race.

President Barack Obama supports the treaty effort but hasn't talked about it on the campaign trail. Presumptive Republican nominee Mitt Romney hasn't specifically addressed the treaty but broadly opposes what he sees as overreach by the U.N. on many fronts.

"I'm willing to talk there. I'm not willing to give the United Nations sovereignty in any way or form" over U.S. citizens or law, Romney said at a July 18 town hall in Bowling Green, Ohio.

Romney and Obama did spar long-distance over the narrower issue of U.S. gun control laws this week, with Obama suggesting stiffer regulations in a speech Wednesday night to the National Urban League and Romney arguing in an NBC interview from London, where he is traveling, that America does not need new gun laws.

The Constitution's Second Amendment offers broad protection for weapons ownership by civilians. As recently as 2008, the Supreme Court affirmed this when it struck down a ban on handguns in the District of Columbia, ruling that individuals have a constitutional right to keep guns for self-defense and other purposes. Period.

The court also has ruled separately that treaty obligations may not infringe on individual constitutional protections and rights within U.S. borders. This goes back at least to a 1920 ruling that a migratory bird treaty with Canada, which prohibited the hunting or capturing of certain birds, was an unconstitutional interference with states' rights under the 10th Amendment.

Treaties are government-to-government agreements and do not subject citizens of one nation to laws of another or to those of an outside body.

Also, the U.N. resolution that authorized drafting of the small arms treaty recognizes the clear-cut right of nations "to regulate internal transfers of arms" and says nothing in the treaty that emerges will affect "constitutional protections on private ownership" of firearms.

Beyond that, there are many court rulings spelling out the limits of treaties. And if an act of Congress is inconsistent with a treaty obligation, the law passed by Congress prevails. Legal scholars say this has been well-established, including a long history of cases involving Indian treaties. Various international treaties with Indian tribes were abrogated by Congress ? and courts ruled in favor of Congress, much to the displeasure of the tribes.

A proposed treaty to regulate exports and imports of small weapons has been on the U.N. agenda since 2006, and Bush ordered a U.S. veto of that move.

Obama got the process rolling again in 2010. So far, 152 nations have participated in the drafting and Secretary of State Hillary Rodham Clinton has pledged to push for Senate ratification once there is a final document.

But it may be an empty gesture.

Treaties must be ratified by two-thirds of the 100-member Senate, or 67 votes. And with pressure mounting from the gun lobby, led by the politically powerful NRA, a bipartisan letter opposing such a treaty already gained the signatures of well over 50 senators.

Even so, mushrooming fears have spread on the Internet and on social networks lately, with some pro-gun activists even suggesting the Obama administration was capitalizing on the Colorado killings to advance its case for gun control and others portraying it as a darker plot by the U.N. to expand its reach.

The controversy feeds into suggestions by many conservatives that Obama ultimately hopes to ban possession of firearms, even though he has stood up for protecting Second Amendment rights.

Some gun-rights advocates acknowledge that a treaty by itself wouldn't likely undercut these Second Amendment guarantees.

"But there are all kinds of ways that international law insinuates itself into U.S. law even when there's not a formal ratification," said David Kopel, research director for the conservative Independence Institute, based in Golden, Colo.

For instance, he suggests a treaty could affect the shipment of certain gun parts to U.S. manufacturers, even if the United States does not sign the treaty.

But Gabor Rona, international legal director of Human Rights First, said, "The circle created by the treaty and the circle created by the Second Amendment simply don't intersect at all."

"There is no doubt that the Constitution is superior to any international treaties," said Rona, who also teaches international law at Columbia University.

DuPont grows second quarter earnings 8 percent to $1.48 ex-items ...

PRLog (Press Release) - Jul 25, 2012 -
Dubai, United Arab Emirates, July 25th 2012 ? Second-quarter 2012 earnings were $1.48 per share versus $1.37 per share in the prior year, excluding significant items from both periods. Reported second-quarter earnings were $1.25 per share versus $1.29 per share in the prior year. Sales increased 7 percent to $11.0 billion reflecting 6 percent higher local prices and a 5 percent increase from portfolio changes, partially offset by a 3 percent reduction from currency and 1 percent lower sales volume. Sales in developing markets grew 11 percent. Segment pre-tax operating income, excluding pharmaceuticals and significant items, increased 13 percent, principally attributable to higher earnings from Agriculture and Performance Materials and a prior-year acquisition benefiting Nutrition & Health and Industrial Biosciences. For the first half of 2012, Agriculture delivered 15 percent sales growth and 16 percent higher pre-tax operating income excluding significant items, reflecting strong northern-hemisphere business performance across both seed and crop protection product lines. The company is on track versus its full-year 2012 productivity targets for fixed costs and working capital. Year-to-date fixed cost productivity totals $190 million. DuPont expects full-year earnings to be toward the lower end of its existing outlook range of $4.20 to $4.40 per share, excluding significant items, due to uncertainties associated with macros and currency as well as a higher tax rate related to earnings mix. Prior year earnings were $3.93 per share on a comparable basis.

Second-quarter 2012 consolidated net sales of $11.0 billion were 7 percent higher than the prior year reflecting 6 percent higher local prices and a 5 percent net increase from portfolio changes, partly offset by a 3 percent negative currency impact and 1 percent lower volume.

?Our agriculture, food and bioscience businesses are performing exceptionally well globally, and our advanced materials businesses are achieving solid results despite slower growth in some key markets and continued weakness in Europe,? said DuPont Chair and CEO Ellen Kullman. ?Our global teams continue to execute well in a dynamic environment, while investing for growth driven by science-powered innovation and collaboration.?

The Core Classes Of Lean Certification

?Lean? is the term for a manufacturing process that makes the manufacturing of a product optimal for both the producer and the consumer. It takes out steps in the manufacturing process or materials that create unused waste that would cause the price of the product to rise, due to resources used and time spent in creating it. Due to the high demand for certain products, this type of manufacturing is only increasing. Lean certification essentially helps to train and certify someone to be able to implement the changes that need to be made in a manufacturing plant in order to ensure that both producer and consumer are getting the most for their money. When going into this field, there are several different courses that must be taken. The three most popular are Lean 101, value stream mapping, and Lean office.

Lean 101 sounds similar to a general overview course that someone would take in college, like English 101 or Biology 101. This is basically what this course is. In lean 101 the student is introduced to the concept of the Lean Manufacturing Principles. They will examine all of the basics, such as the 8 wastes of businesses, Lean tools that save money and increase efficiency, and implementing positive changes in the manufacturing environment. Often times, this class is very hands-on to give students the feeling of utilizing the knowledge they are acquiring in a real world setting.

Value stream mapping is essentially the first step in converting to a Lean manufacturing environment. The map shows all of the steps required to design, order, produce, and ship the product to the customer. When everything is drawn out, this allows everyone to see the flow of materials and resources throughout the process. It gives them a better idea of how to set up their system to cut down on waste and improve the time required to complete the process.

Lean certification is not only meant for practice inside the walls of a manufacturing plant. There are several other ways to implement this process into other organizations. Lean office helps to provide the foundation for students on how to initiate this process into other institutions such as hospitals, banks, and other businesses that require efficiency. In this course, students will learn how to reduce errors in the facility (which cuts down on time and energy spent), improve finances (like cutting back on certain spending habits), and increase performance. This dynamic trio can greatly improve the service that is offered in these facilities and allow them to redirect their finances toward more important aspects of their daily operations.

When it comes to Lean certification, there are many courses that go into helping someone grasp the concepts needed to produce goods quickly and efficiently. It is not something that someone will figure out on his or her own one day. It requires specific training from an accredited institution. They will instill all of the knowledge that is needed in order to help run a facility at its peak level of performance.

When seeking Lean Certification Alabama residents should visit http://atn.org to get with the program.

Internet poker owner handed 14-month prison term

NEW YORK | Mon Jul 23, 2012 5:21pm EDT

(Reuters) - An owner of Absolute Poker, one of the three largest Internet poker companies, was sentenced to 14 months in prison on Monday after admitting to deceiving banks over the processing of gambling proceeds.
Brent Beckley, 32, joined Costa Rica-based Absolute Poker in 2003 and became its head of payment processing. Last December, he pleaded guilty in Manhattan federal court to conspiring to break U.S. laws against gambling on the Internet. He also pleaded guilty to a charge of conspiracy to commit bank fraud and wire fraud.
U.S. District Judge Lewis Kaplan said Beckley deserved prison time despite his surrender and cooperation because "the sentence has to make clear that the government of the United States means business in these types of cases."
"I fooled myself into thinking that what I was doing was OK," Beckley told the judge.
Federal prosecutors in Manhattan have charged 11 people at the three biggest online poker companies: Absolute Poker, Full Tilt Poker and PokerStars. The U.S. government also seized their Internet domain names.
The chief of Full Tilt Poker, Raymond Bitar, surrendered to U.S. authorities earlier this month and pleaded not guilty to charges of illegal gambling and that the online poker operator defrauded its players.
The case is USA v. Tzvetkoff et al, U.S. District Court for the Southern District of New York, No. 10-cr-0336.

Only WEIRD People Volunteer | travel sercity

Without a doubt, international volunteering is more popular than ever. A perceived need for international volunteers has prompted a movement for ?voluntourism?. Over one million people in the United States volunteered internationally in 2008 alone which increased from 145,000 volunteers in 2004. While seemingly positive, this could pose a problem because only WEIRD people volunteer.

That is, the typical volunteer is white, educated, industrialized, rich, and from a democratic culture. This idea of WEIRD people is a recent topic in psychology, where the thought that maybe white undergraduate students are not indicative of worldwide views is a novel one (Jones, 2010). However, I thought it was incredibly applicable in international volunteering. In a study by Lough (2010), the largest percent of international volunteers (30%) were between the ages of 15 to 24 followed by people between the ages 45-54. In addition, over half of the sample had a bachelor?s degree or higher. Volunteers are usually white (88%) compared to any other ethnic group. In addition, McBride and Lough (2010) found that white people were more than twice as likely to volunteer abroad than black people. 1 in 3 volunteers lived in a home with an income of over 100,000 dollars. Thus, the typical international volunteer is white, financially secure, educated, and young.

While this seems like common sense and perhaps unavoidable (families with higher amounts of income would have more resources to volunteer), how does having such a homogenous volunteer base affect cross-cultural relationships? In a study by Cross-Cultural Solutions (2009), one of the largest international volunteer organizations, they surveyed alumni volunteers on their experiences volunteering abroad. Volunteers thought they were most effective while promoting cross-cultural interaction, caring for infants and children in daycare facilities; tutoring or teaching youth and adults; and collecting, preparing, or distributing foods, crafts, or other goods. 25% of volunteers believed that their work could have been performed by a local community member, but only 11% believed that a local could have done it better. 76% of volunteers thought they made a lasting contribution to the host organization. That is, only 11% of the volunteer base believed a local could have taught in their local community, cared for their own children, and engaged in cultural practices better than a volunteer with limited knowledge of the host community. Typically, the majority of volunteers did not think their presence has many negative effects on a community. Only 18% of volunteers believed they caused problems within the host community and 6% believed the community did not want them or need them.

This begs the question, why do volunteers see themselves as equally capable, if not more, in practices rooted in culture and lifestyles. Unfortunately, as the majority of international volunteers are WEIRD, we might be perpetrating ideas of white privilege and creating unequal relationships unconsciously. Peggy McIntosh speaks about white privilege in her article, ?White Privilege: Unpacking the Invisible Knapsack? (2003) and states that ?whites are taught to think of their lives as morally neutral, normative, and average, and also ideal, so that when we work to benefit others, this is seen as work that will allow them to be more like us?. White people can afford to be oblivious of language and customs of persons of color without feeling any penalty. In addition, white people experience little fear about ignoring the perspectives and powers of people of other races.

As a result, it is possible that international volunteers could not only be ignorant of other cultures and unhelpful volunteers, they could unconsciously ignore the perspectives and ideas of the very cultures they are trying to help. This leads to Western solutions for problems that might not be culturally relevant since western volunteers have never had to be culturally sensitive before.? This can also be reversed to apply to ethnic cultures. Members of developing countries have to worry about including the perspectives of other races, learning the customs, dress, and language of other countries, particularly the United States and other Western nations, if they wish to receive foreign aid. Thus they cater to us to make sure we feel comfortable while working abroad.

This hit home for me while I was in Kenya last summer. I asked our partner organization Abba, a local elementary school/orphanage, when it would be a good time for me to? come in and teach. The reply was a resounding ?anytime!? However, I found out later in the day that they had exams for the next two weeks, in which my presence would have been distracting at best. I asked our Kenyan advisor, Carol, if Kenyans do not use the word ?no?. She said that Kenyans most definitely say no to each other. When I asked why they wouldn?t tell me no, she said, ?Because we don?t think Americans can handle the word no?.

Volunteering can also lead Westerners to hold false perceptions about the people they are supposed to be helping. In ?I?ve come to help: Can tourism and altruism mix??, Benjamin Sichel (2006) points out that volunteers assume that since they are wealthy and privileged, they will be useful in volunteer work. This can lead volunteers to assume that the local population is too stupid or ignorant to teach their children, work in hospitals, or build houses, if volunteers are needed to help them do so. This can create an assumption that wealthy volunteers know better than the culture and people they are serving. This is damaging to our cross-cultural relationships, when we don?t see developing countries as equal.

It?s time to start thinking of the implications of sending over a million volunteers in service abroad, when many of these people believe that their work is equal if not greater than the work of the community and have never had to integrate other cultural practices into their world views. So before all you WEIRD people grab your passports, consider your adventure as a learning experience first and an altruistic mission second.

LYTHAM ST. ANNES, England (AP) ? Adam Scott was struggling in the final round of the British Open. So was everyone else.

No one more than Tiger Woods, who took a triple bogey after hitting a bunker shot while sitting down.

Seeking his first major championship, Scott made three bogeys Sunday on the front side at Royal Lytham & St. Annes, but his lead was the same as it was at the start of the day ? four strokes. At one point, the top five on the leaderboard were a cumulative 12 strokes over par.

No one, it seemed, wanted to take charge on another sunny day when the breeze picked up significantly off the Irish Sea.

Woods started the round five shots back and looking to come from behind for the first time ever to win a major title. But the debacle at No. 6 seemed likely to wipe out any chance he had of rallying for his 15th championship.

He ran into trouble by putting his approach into one of the treacherous bunkers alongside the green. With the ball right up against a towering sod wall, Woods made the ill-fated decision to try to chip the ball out ? and didn't come close, the ball striking the side of the bunker not even halfway up. He had to jump out of the way just to make sure he didn't get hit in the shoulder, the ball plopping back into the stand a little farther back.

With nowhere to place his feet, Woods had to sprawl out on the grass, his left leg tucked up under his right, and punch at the ball from a sitting position. He caught the lip of the bunker this time, but the ball skidded out to the front of the green. Woods' work wasn't done, though. His long bogey putt stopped about 4 feet short of the hole, and he missed that one for a devastating triple that knocked him back to 3 under.

Graeme McDowell, playing in the final group with Scott, also was struggling. He bogeyed the second and took another bogey at the sixth after dumping his ball into the same bunker that doomed Woods. Wisely, G-Mac went backward in the sand, giving him a chance to stick his next bunker shot right up next to the flag. He tapped that one in to save 5, certainly a lot better than 7.

Scott got off to a rough start at the par-3 opening hole when his drive rolled off the back of the green and he missed a 4-footer to save par. He bounced back with a birdie at the second, but two more bogeys at the third and sixth holes left him at 9 under overall as he made the turn with a 2-over 36.

Fortunately for the Aussie, no stepped up to seize the moment. Brandt Snedeker made par on the first six holes to get within two strokes of the lead ? only to make back-to-back double-bogeys at the seventh and eighth holes.

McDowell was 5 under at the turn. Woods was joined by Snedeker and Ernie Els at 3 under.
